When producer responsibility for packaging was introduced, there was, in practice, only one way to comply with it. One system, one solution, and little room for influence. The responsibility was important and self-evident, but the way to fulfill it was not tailored to the producer’s own operations.
We felt that the producer deserved an alternative.
So we decided to do something about it.
TMR started with a conviction: producer responsibility should be simple. We took care of the complicated parts so that our customers could focus their time on their business.
As an independent organization, we focus on the individual producer—your business, your circumstances, and your position in the market. That is what “Tailor-Made Responsibility” means to us.
It turned out that we were needed. We stayed.
What we built transformed the market. Competition gave producers more choices, simplified administration, and reduced costs. We became one of the Swedish Environmental Protection Agency’s approved producer responsibility organizations for packaging, and we actively contributed to shaping the regulatory framework.
Today, this collaboration spans the Nordic region. Through Nordic PRO Solutions, a manufacturer can manage its various producer responsibilities across several Nordic countries, with TMR serving as the single point of contact. This is a strength we bring to textile manufacturers—those of you who operate in markets beyond Sweden.

Something new is on the horizon. The Swedish Environmental Protection Agency (Naturvårdsverket) is preparing a proposal, and a producer responsibility system for textiles is set to be in place by 2028 at the latest.

TMR Textiles is a producer responsibility organization for textiles. We collect and recycle textiles on behalf of producers, so that they can take responsibility for the products they place on the market today and be well-prepared to meet legal requirements when they take effect.
The TMR Textiles brand is operated by TMResponsibility Nordic AB (TMR Nordic) and the TMR-gruppen AB group, which has been working with producer responsibility for packaging since 2005 through the company TMResponsibility AB (TMR) and now focuses on producer responsibility for textiles.
A producer responsibility organization collects, sorts, and recycles textiles on behalf of the companies that place textiles on the market. The producer joins the organization and delegates the practical responsibility to it; the organization ensures that the textiles are properly managed and represents the producer in dealings with government agencies.
The TMR Group has been managing producer responsibility for packaging through TMResponsibility AB (TMR) since 2005. TMR Textiles applies a similar model and expertise to textiles, an area where a corresponding system is now being developed.
TMR Textiles is independent. We represent the interests of individual producers, not an industry association. We also have a Nordic reach through partnerships in Denmark, Norway, and Finland.
A mandatory system is expected to take effect in April 2028, with a later start date for micro-enterprises. The Swedish Environmental Protection Agency is expected to submit its legislative proposal in November 2026.
Because the infrastructure for collection and recycling already exists today. A producer can take real, documented responsibility now, rather than waiting for the law to require it, and thus set its own pace in preparation for the upcoming requirements.
