TMR Nordic is launching TMR Textiles and helping textile producers prepare for the upcoming producer responsibility requirements. Companies can join now and prepare for the transition alongside an established player. Behind this initiative is the TMR Group, which has managed producer responsibility for packaging for over 20 years.

As an independent organization, TMR Textiles always takes the individual producer, its operations, and its circumstances as its starting point. This approach is the same one that has guided the TMR Group’s work with packaging, where TMR is currently one of the Swedish Environmental Protection Agency’s approved producer responsibility organizations.

The background to this is the EU’s revised Waste Directive, which requires companies that place clothing, footwear, and home textiles on the market to be responsible for their products throughout their entire life cycle, all the way to the waste stage. Swedish legislation must be in place by June 2027, and producer responsibility will apply to larger companies starting in April 2028 and to smaller companies starting in April 2029.

As a next step in this effort, the Swedish Environmental Protection Agency has now submitted its interim report to the government. For TMR Textiles, this is in line with several of the principles on which the initiative is based. When producers are allowed to organize collection through a producer responsibility organization, it ensures high availability and low costs—something TMR has demonstrated in the packaging sector through its own collection system, which was operated before municipalities took over collection.

The interim report contains several provisions that are positive for producers. According to the proposal, the cost of historical waste will not be passed on to producers who join the system going forward, and the requirements for so-called “free riders” will be tightened, thereby ensuring a level playing field for all participants. The proposal also gives a clear place in the system to secondhand businesses and nonprofit organizations, which already play an important role near the top of the waste hierarchy through reuse.

“Our experience shows that producer responsibility does not have to be a burden on a business. Handled correctly, it provides clarity and control and becomes a strength for the business itself. The regulations for textiles are now taking shape, and much of it points in the same direction as what we’ve seen emerge over the past 20 years with packaging. Those who get an early start will be in a stronger position once the requirements are in place,” says Joakim Landqvist, Producer Responsibility Manager at TMR Textiles.

Companies operating in multiple Nordic countries can also consolidate their producer responsibility through a single point of contact. This is made possible through the Nordic collaboration Nordic PRO Solution, which covers Sweden, Denmark, Norway, and Finland. Textiles are now part of the offering. For those who already manage their packaging responsibilities through TMR, textiles are a simple next step.
